The question shows a huge lack of understanding of residential wiring -perhaps you should hire an electrician.
A 60 Amp panel, or 100 or 200 refers to the total current that can be coming into the panel – the sum of all of it's loads – the wires that have to carry the 60/100/200 amps are the wires between the panel and the pole. When you upgrade to 100 you will need new entrance wires from the panel up through the roof to the weatherhead – the electric company will decide if the wires from the pole to the weatherhead need to be replaced when they come to reconnect your power after you get your permit signed off by the building inspector. If you were going to DIY this and reconnect it at the weatherhead yourself with no inspeciton and no help from the power company then you are just foolish.
The wires from the panel "throughout the house" each carry only the load for the circuit they supply. For outlets and lighting these circuits are either 15 or 20 amps and the wires are sized appropriately. Ranges, Dryers, electric heat, subpanels, etc may be much higher current with wires sized appropriately. As you move circuits from the old panel to the new panel you have to check what size breaker/fuse protected the circuit in the old panel, make sure the wires are sized appropriately, and connect the circuit to a same size breaker in the new panel. So, you do not have "60 amp wires throughout the house" you have 15 or 20 amp wires and will still have them when the new panel goes in.
But, you really oughta just call an electrician before you get hurt.
