After deducting necessary costs like the installation of smart meters and new software, the net benefit would still be €31 billion per year, he said.

The new coalition includes members like electricity utilities ENEL and EDF, technology companies Landis & Gyr and eMeter and think-tank VaasaETT. Modelled after a similar association, the US-based Demand Response and Smart Grid Coalition (DRSG), it aims to inform policymakers about developing smart grid policies and publicise the benefits of smart energy demand.

Smart metering solutions will allow the introduction of time-based tariffs and provide consumers with information about their electricity use in real time. But installing the equipment in each household will do nothing unless consumers are given adequate information about how to make use of them.

Europe is currently spending billions of euros on developing technologies requiring smart grids, including wind and solar generation, electric vehicles and heat pumps. But in comparison to these funding and standardisation efforts, little attention is paid to developing demand-side programmes that will reduce energy consumption, the coalition members pointed out.

“The political recognition is there but everybody keeps asking ‘show me the numbers’,” said John Harris, vice-president of global leader in smart metering solutions Landis & Gyr. While the industry can convert the benefits of smart metering and intelligent grids into figures, the EU still faces a regulatory gap that has not been closed by its 2020 climate goals or the third energy package, which requires smart metering systems to be fitted into 80% of homes by 2020.

“The first thing we need to do is to define what an intelligent system and meter is,” Harris said. Here, the functionalities of smart metering identified by European standardisation bodies working under an EU mandate are a good starting point, he argued.

LED Strobe Tube Idea – Do It Yourself Christmas Forums

Holy cow — you want a how to??? This is essentially just seven of the LED Strobes on one board. It was highlighted in an earlier posting somewhere here on DIYC.

Parts list:
1 – RJ45 jack
7 – LM317 voltage regulators
7 – 10 ohm 1/2 watt resistors (1/4 watt should work okay, too)
7 – 1N4001 diodes
14 – Cool white straw hat LEDs (the 8mm, 1/2 watt kind, same as for the mighty minis)

You can apply up to about 30volts AC or DC at this thing. I used an 8-channel SSR (only 7 channels are on the strip so one goes unused) but instead of powering the SSR with normal 120vac, I used a 24vac wall wart/transformer instead. That way the SSR still functioned normally (using AC current) and the diodes recify it (well, half-rectify…) for the LEDs. I also chose the 24vac wall wart because cat5 cable can’t carry a lot of voltage or current, but should be okay at the levels used here. Wiring the RJ45 is different from just about everything else here on DIYC but it was the only way to use a single cat5 cable to power the thing and still control it (that’s why there are only 7 channels on the board). Here’s the RJ45 wiring:

Pin 1 is COMMON from the SSR

Pin 4 = channel 2
Pin 6 = channel 3
Pin 8 = channel 4
Pin 7 = channel 5
Pin 5 = channel 6
Pin 3 = channel 7

The plastic tube was something I picked up at a local surplus store, but I have no idea where you might find them. My original idea was to use the inexpensive plastic tubes that are designed to protect fluorescent lights — you can buy those tubes at HD or Lowe’s.

Statewide Anti-Tax Measures Worry San Miguel County

San Miguel County’s governments and special districts are waiting with bated breath to see what the outcome of three statewide tax measures will be when the polls close and the votes are tallied early next month.

Considered “tax relief” by proponents, nicknamed the “Bad Three” by opponents, Amendments 60 and 61 and Proposition 101 will live or die according to the votes of populous counties on the Front Range, but stand to wreak havoc on services provided throughout San Miguel County, where they are expected to fail, interviews with government and district officials suggested.

Still, the measures would have such dramatic impact – San Miguel County alone estimates that it would lose $4.2 million annually in property tax revenues and road user fees upon full implementation of the three measures – that San Miguel County, the Towns of Mountain Village, Norwood and Telluride, the San Miguel County Public Library District No. 1, and the Telluride Fire, Hospital and School districts all recently approved a joint resolution opposing the measures.

If approved, Amendment 60 would essentially wrest control away from local governments by repealing their current, voter-approved authority to keep property taxes above their constitutional limits.

It would also establish expiration dates for future, voter-approved property tax increases, require publicly owned enterprises to pay property taxes, and reduce local property tax rates to offset the new revenue, among other changes.

At the Wilkinson Public Library “Its effects would be visible to the community,” said Library Director Barb Brattin, indicating that the Library District would see its operating budget ultimately slashed by 58 percent.

Since fixed costs like workers compensation and liability insurance would have to continue to be met, the cuts to the library would result in layoffs, the elimination of most programming and few if any of the new books, movies and DVDs the public has come to enjoy with regularity.

Considering the library spends $250,000 annually on collections, “We might set up one of those wish lists on Amazon[.com] where people can purchase for us,” to get new materials, said Brattin.

“There would be nothing new unless someone pitches in,” with a donation, she explained.

The amendment would repeal the 2004 voter-approved mill levy that funds 24/7 emergency medical care at the Telluride Medical Center.

“We’re talking about the entire funding for the ER being taken away, not a percentage but the entire thing,” said Executive Director Gordon Reichard.

“In the worst case scenario it means no board-certified ER physicians and probably means little or no staff.”

Reichard said that because the idea of completely shutting down the Emergency Department is simply unacceptable, nurse practitioners or physician’s assistants would probably take over for the emergency docs. Or primary care physicians could be pulled away from their patients in the case of emergencies.

“It probably would mean more transports to Montrose or Grand Junction,” resulting in higher costs to the individual patient, he said.

The now property tax-exempt Shandoka Apartments would be liable for property taxes under Amendment 60, meaning rents in the affordable rental complex that is home to so many of the region’s workers would necessarily increase, according to Telluride Finance Director Lynne Beck.

In return, however, property taxes throughout the remainder of Telluride would decrease in order to offset the additional revenue.

The Telluride Fire Protection District would see a 75 to 85 percent cut to its revenue, effectively eliminating the budget for its four full-time paramedics. While volunteers could potentially take over, it would mean longer response times that, in critical situations, could ultimately boil down to the difference between life and death.

The District’s firefighters are already volunteers, but the cuts would affect their ability to fuel, maintain and test equipment, said District Director John Bennett.

“Our budget would be immensely reduced, and services would be reduced in kind,” he explained.

While the amendment would require that local school district shortfalls be backfilled with state money, Telluride School District Superintendant Mary Rubadeau held little faith in that promise.

“That’s not going to ever happen,” she said, explaining that the state has too many other obligations (think higher education, roads and bridges and prisons to name a few) that it needs to fund.

“They can’t put every dollar into public education so they won’t,” she said.

In a district that has already had to shave $600,000 out of this year’s budget and foresees more cuts on the horizon even if the package of measures doesn’t pass, the effects could simply be devastating if they do.

“Arts, athletics, all of the things that we treasure…all that will have to be on the table again,” said Rubadeau, indicating that classes beyond core reading, writing, math, social studies and science could be at-risk for cuts.

Not to mention that if any of the three measures were to pass, “We would definitely be looking at layoffs,” she said.

Amendment 61 would prohibit all new state government borrowing after 2010, prohibit new local government borrowing after 2010 unless approved by voters – then limiting that borrowing to bonded debt – and limit the amount and length of time local governments could borrow to not more that 10 percent of their assessed real property values for not more than 10 years.

Because bonds are typically paid back over 20 to 30 years, the measure could put an end to major capital improvement projects because paying them back in one-half to one-third of the typical time would make them too expensive.

Bennett said the measure could result in the Fire District, “Consistently going back to the tax payer for approval for special purchases.”

In Mountain Village it would mean that an expansion to the existing gondola parking garage would be unlikely because the parking rates charged to repay the debt would climb too high.

“We’d just about have to get up to where we were charging $20 a day for skier parking,” beyond a point that is practical, said Town Manager Greg Sparks.

“That’s a big jump from zero to $20.”

Proposition 101 proposes reducing the state income tax rate from 4.6 percent to 3.5 percent over time and would reduce or eliminate taxes and fees on vehicle purchases, registrations, leases and rentals over the next four years.

It would also eliminate all state and local taxes and fees on telecommunication services except 911 fees and require voter approval to create or increase fees on vehicles and telecommunications services.

While the average vehicle and licensing for vehicle owners would fall from $81 a year to an appealing $10 a year in 2011, and the vehicle property tax, known as the specific ownership tax, would fall from an average $87 a year to just $1 or $2 a year when fully implemented after four years, San Miguel County would see the almost $946,000 in ownership taxes it collected in 2009 and distributed to the schools, county, towns and special districts reduced to just over $13,105 in 2014.

Similarly, the nearly $585,000 in vehicle license fees it collected in 2009 would decrease to just over $109,000 in 2011, according to data compiled by the Bell Policy Center.

As for how the proposed cuts taken in whole could affect local law enforcement, San Miguel County Sheriff Bill Masters was clear.

“Any semblance of the way we’re doing business now will cease,” he said.

That means extra traffic control at accident scenes, traffic enforcement and even response to some domestic violence calls may have to go by the wayside.

“We will only be doing exactly what is required of us in the statutes,” he said.

Masters said his current staff of 30, already down from the 39 positions approved by the County Commissioners, would likely drop into to the low twenties.

“Is there going to be lawlessness on the street, I don’t think so,” he said.

“But people will have to learn to be more self-reliant.”

While pack­ing the Allspark shard falls, burns through the floor and acti­vates six appli­ances, which Bum­ble­bee destroys by destroy­ing the kitchen. The shard is given to Mikeala who stores it in her father’s shop, which Wheelie sees.

    — At Nest HQ, dis­cus­sion of Shang­hai and other tops leads to Sound­wave dis­cov­er­ing loca­tion of Mega­tron. Rav­age and the Doc­tor are sent to retrieve the shard from NEST HQ (not sure how got form Mikeala to there).

    — Sam, not at col­lege meets Leo who is a con­spir­acy nut that runs www?.the?re?al?eff?in?gdeal?.com whose com­peti­tor is Robo War­rior. Sam meets Alice, they go to a party and Sam starts see­ing sym­bols. Bumblebee’s car alarm goes off, two leave in him. BB got Sam to take him to meet Opti­mus at a ceme­tery so stops the car and douses her with antifreeze. Sam told shard has been stolen and they still need his help.

    — Rav­age and Doc­tor take shard and use it to reboot Mega­tron (trailer indi­cates this is com­pletely changed).

    — While in Prof. Coulon’s class (Rainn Wil­son), Sam starts speed read­ing, rant­ing Ein­stein being wrong and so forth. Gets kicked out of class, goes to the library and find a book on his grandfather.

    — Mega­tron, once revived goes to Mars and meets Starscream and the Decep­ti­cons wait­ing there with the Neme­sis (Decep­ti­con ship, counter to the Ark from the G1 days). The two talk to the Fallen about re-creating the AllSpark using the Sun Har­vester and Matrix which Sam now has the loca­tion of. Megs and Starscream leave with 15 addi­tional Decep­ti­cons for Earth to find Sam.

    — Back to Mikaela who find Wheelie spy­ing, befriends him, find out why he wants the shard and goes off to find Sam. She walks in just as Alice mak­ing a move to kiss Sam. Alice reveals her pre­tender sta­tus and starts chas­ing after Leo, Sam and Mikaela (the Frenzy-like robot, all the car footage from Prince­ton). A chase ensues and they stop Alice by smash­ing her between the car and a pole.

    — Drive off, now get­ting by a heli­copter (Black­out) and then cor­nered by Mega­tron and Starscream in a fac­tory. The Doc­tor is about to tor­ture Sam for info when Opti­mus and Bum­ble­bee comes to the res­cue. The fight between Mega­tron and Prime moves to the for­est area out­side the fac­tory where Starscream and Black­out join the fight. Prime takes on all three, the fight ends after Mega­tron severely wounds Prime with a spike from behind just before being chased off by Iron­hide, Ratchet and the Twins.

    — Unable to find the hid­den Sam, Sound­wave broad­casts a mes­sage from Mega­tron say­ing either give up Sam or cities start get­ting destroyed. Sam’s par­ents on vaca­tion in France, see the mes­sage (and later attacked).

    — Try­ing to learn more from the Sam’s sym­bols, they con­tact Robo War­rior who turns out to be Sim­mons work­ing at his mom’s deli. Sam, some­how, knows that Mega­tron wants a new power source already on earth that the Auto­bots don’t know about because it pre-dates them. Mikaela still has Wheelie so the ques­tion him and learn that 10 Seek­ers are on Earth and he helps them find Jetfire.

    — Jet­fire trans­lates the sym­bols and uses his abil­ity of worm­hole trans­porta­tion to bring every­one to Egypt and gives them the back­ground on the Sun Har­vester and Matrix and that a Prime can only defeat a Prime (the Fallen). Prime is still wounded but the Matrix could heal him.

    — While Prime is being brought to Egypt by Lennox, Sam and co think the Matrix is in a tomb (Petra). It is found behind a wall after a whole is acci­dently put into it (by the Twins). The Matrix, now dust, is col­lected into Sam’s sock.

    — Auto­bots attacked as they try to get back to Prime’s loca­tion, Fallen appears on the scene, Con­struc­ti­cons form Dev­as­ta­tor and Mega­tron deter­mines the loca­tion of the Har­vester (the Pyramid).

    — Mean­while, Sam gets nearly blown up and knocked out. He dreams of the 12 Primes, they give him a speech about des­tiny and he comes to with a reformed Matrix which he plunges into Prime, both repair­ing Prime and pass­ing on his knowledge.

    — Fallen tele­ports in, grabs the Matrix, tele­ports to the Pyra­mid and pow­ers up the Har­vester. Jet­fire sac­ri­fices him­self to pro­vide the parts Prime needs to get back to fight­ing shape which Ratchet helps facilitate.

    — Sim­mons pro­vides the Navy with Dev­as­ta­tors coor­di­nates, essen­tially destroy­ing him. The Har­vester fires towards the sun, Prime deflects the blast, hit­ting Mega­tron and Starscream who later escape. Opti­mus fights Fallen, using the parts of the har­vester as a blud­geon. The Fallen tele­ports to escape but Opti­mus uses the Matrix to stop him and toss him into a new worm­hole, defeat­ing him.

    Community Rowing, Inc.'s 'Rumble on the River' Success

    Stone beats Davies at CRI’s Rumble on the River

    BRIGHTON, MA – COMMUNITY ROWING, INC.’S ‘Rumble on the River,’ a festival of rowing and music hosted by Community Rowing on the Charles River on Sunday, drew more than 1,000 people, who enjoyed an afternoon concert featuring five up-and- coming local bands and rowing races by athletes at all levels, from novice to Olympian.

    There were two courses. The longer at 1,350 meters, was used for experienced rowers, while the shorter, 750-meter course was for corporate teams, novices, adaptive and military veterans.

    In the final and most anticipated race of the day, Olympic Gold Medallist (Beijing 8+) Caryn Davies raced top U.S. sculler Gevvie Stone, a Newton native, Princeton University Graduate, and former NCAA champion. The race was tight down the course, and then Stone opened up and won.

    Between races, outstanding, up-and-coming Boston bands played for the crowd, which remained until the 6 p.m. close of the event, despite cooler temperatures and clouds forming. The day was mostly brilliant and sunny, and Gentleman Hall, Buru Style, Banana Phonetic, Duppy Conquerors and Rubble Bucket took the stage. The bands were sponsored by My Secret Boston.

    The events were some of several in a busy month for Community Rowing, Inc., which celebrates its 25th Anniversary at a dinner at the Harry Parker Boathouse on Saturday night, Sept. 25, 2010.

    Also, eight rowers and coaches from Iraq’s Olympic rowing team will visit Boston and Community Rowing, Inc. this month to build relationships worldwide through rowing and to continue their practice and preparation for the Olympics and the 2010 Asian Games in November.

    The visit of six rowers, a manager, and the Iraqi Head Coach is part of a tour of rowing events at several stops in the United States, including US Rowing headquarters in Princeton, NJ, and it follows a trip last spring by two rowing advocates, including Community Rowing Executive Director and Riverside Boat Club Coach Bruce Smith, to northern Iraq to help train the Iraqi team.

    Yesterday began with novice races in eights with a coxswain. The Community Rowing novice boys raced each other first, and then novice girls went head to head. Members of the Corporate Rowing program raced third – two law firms and another company– and showed that a little bit of practice goes a long way.

    Choate Hall & Stewart prevailed over and McCarter & English and Schneider Leasing in the Corporate Rumble.

    On the long course, in two of the closest races of the day, Riverside’s women eked out a win over CRI’s Competitive women by less than two seconds, and then Cambridge Boat Club’s men surged at the finish to beat CRI’s men by almost the same margin.

    In the first four with coxswain race, the girls of Cambridge Rindge and Latin handily defeated G-Row. The next race, between CRI Competitive Boys’ eights, saw an 8second window between bow balls crossing the finish line. In the race that followed, the CRI Competitive Girls finished three seconds apart.  Going outside of the club, CRI Competitive Boys defeated Wayland-Weston by 3 seconds while the CRI Competitive Girls crossed the line 6 seconds ahead of Wayland-Weston.

    Among the final races, two crews of US military veterans raced, one team in white and the other in red. The team in white won handily, a feat all the more impressive when it was discovered on the dock that the stroke’s foot stretchers, which hold the feet in place, had come completely off their tracks early in the race.

    And Paralympian Laura Schwanger, Bronze Medalist in Beijing and the recipient of the first Paralympic medal for rowing, who won over CRI adaptive Rower John Horgan.

    The events took place on the Charles River in Boston, at Community Rowing, Inc.’s award-winning Harry Parker Boathouse, now in its third year of operation at 20 Nonantum Rd.

    Participants included members of G-Row, a program for inner city girls from Boston, and also from Community Rowing’s Veterans Outreach program, which is comprised of veterans from Iraq and Afghanistan, many of whom suffer from Post Traumatic Stress Disorder (PTSD).

    “Our motto is ‘Rowing for everyone’, ” CRI’s Executive Director Bruce Smith said before the event.“This is a chance for athletes to compete and for people who may not know much about rowing to come down, enjoy the music and the racing, and learn a little about the sport.”

    This was Community Rowing, Inc.’s second annual event in the month leading up to Boston’s world-renowned Head of the Charles Regatta. Last year’s successful CRI event, which drew more than 200 people, was known as Heart of the Charles.

    The 2010 Kwanika drill program was completed in early August and comprised 7,600 meters of drilling in 28 holes, utilizing two drills. The program was carried out more quickly than anticipated and resulted in a significant cost savings of approximately $800,000. Thirteen holes are reported in the current release and 15 holes were previously released (see NR 2010-09 dated July 22, 2010 and NR 2010-12 dated August 18, 2010).

    “Results from the widely spaced drilling conducted this year will be used to update the South Zone resource model,” said President and CEO, David W. Moore. “Given the very conservative metal prices we have used for prior resource estimates, we will also recalculate the Central Zone resource given the sustained current higher price environment for copper and gold,” stated Moore. “We are also pleased to have recognized a new target area south of the current drilling which maintains the potential for additional discoveries on the property.”

    The Company’s previously reported NI 43-101 compliant resources, combining the South and Central Zones, total 1.1 billion pounds of copper and 1.6 million ounces of gold in the Indicated Resource category, plus 1.0 billion pounds of copper and 0.5 million ounces of gold in the Inferred Resource category, all estimated at a 0.25% copper equivalent cut-off grade (see following table). Upon receipt of all the results from this summer’s drill program at Kwanika, the Company will update the Resource Estimate.
